Party leader 1983-92. Born and educated in Wales, he was elected to represent a Welsh constituency in Parliament 1970 (Islwyn from 1983). He was further left than prime ministers Wilson and Callaghan, but as party leader (in succession to Michael Foot) adopted a moderate position, initiating a major policy review 1988-89. He resigned as party leader after Labour's defeat in the 1992 general election. In 1994 he left parliament to become a European commissioner.
